Best Practices Program in Local Self-Government 2010 August 30, 2010

This year, the Union of Municipalities continues with Best Practices Program in Local Self-Government. The main goal of this program is to identify, publicly reward and share best practices among local communities in Montenegro.

The problems faced by local self-governments in Montenegro are large, and their resolution and successful decentralization is a long process. Therefore, the Union of Municipalities through its activities and collection of examples of good practices in local self-government wants to encourage its members to a permanent exchange of experiences. We want to contribute to a more efficient work of local administrations, by providing an opportunity to learn from each other, and thus take over solutions to which a certain community has come, and which are proved to be successful.

List of Competences of Local Self-Government August 23, 2010

List of Competences of Local Self-Government is overview of constitutional and legal regulations that determine rights and responsibilities of local self-government.

This document contains:
- Constitutional provisions that determinate the right on local self-government;
- a review of operations of the local self-government determined by umbrella Law on Local Self-Government (“Official Gazette of Republic of Montenegro”, No. 42/02, 28/04 and 75/05; “Official Gazette of Montenegro”, No. 88/09 and 3/10);
- a review of operations of the local self-government in each administration area by material regulations.

Second Edition of the Union’s Bulletin “Our Union” August 15, 2010

The second edition of the Union’s Bulletin “Our Union” is published.

The magazine presents the activities of the national association for the last three months, with special emphasis on issues relating to codes of ethics, ethical committees and standards of public ethics in a local self-government; proposed legislation in the field of financing of local self-government, regional development strategy and a series of other issues deserved to be included in this issue because of their importance for development of local self-government.

XIV Meeting of the Executive Board of the Union of Municipalities of Montenegro July 27, 2010

XIV meeting of the Executive Board of the Union of Municipalities was held on July 27th, 2010 in Podgorica.

In addition to members, Mr. Branimir Gvozdenovic, Minister of spatial planning and environmental protection; Mr. Danilo Gvozdenovic, minister’s councilor; and Mrs. Mirjana Ljumovic, Deputy Director of the Real Estate Agency attended the meeting. The Information of activities of the Union of Municipalities and the Ministry in sectors of spatial planning and construction was discussed at the meeting. Also, Model Action Plan for Fight the Corruption in sectors of spatial planning and construction in a local self-government was adopted.

Third Meeting of the National Council for Training in the Local Self-Government July 19, 2010

The third session of the National Council for Training is held today. The Report on the implementation of training for the local self-government in the period January-July 2010 was discussed, and the Plan of training for the local self-government in the period September to December 2010 was adopted at the meeting.

The Plan provides following training: Evaluation, promotion and determining the ability of employees in government bodies, Environment protection; Public relations; Office management; Communication skills with clients; Resolving conflicts; Stress management in the workplace, Implementation of legal framework related to the local self-government, Implementation of the Law on General Procedures in the context of new solutions and Implementation of the Law on General Procedures in areas of spatial planning and construction, and inspection supervision (communal police).
